My balcony gets no sun at all through winter, and just 3-4 hours of morning sun in summer. I would like a couple of flowering pot plants that will be able to cope with the lack of sun in the sydney climate.

try fushia's...they don't like direct sun for long periods and do best in morning sun and afternoon shade. You can hang them or put them in non hanging pots and let them trail. There are many beautiful colors available and different bloom shapes.
Reply:poinsettias , and begonias .both are water friendly , and although the poinsettia doesn't exactly have a flower ( the bracts of the leaves come out in a beautiful red colour ) the begonias are also euphorbia / succulent and you can get many varieties that should suit your conditions --- have a chat at someone at a reputable nursery . good luck
